A. Planning conference

B. The exercise

In April the first forest fire module field exercise EU MODEX will take place in Croatia on the island of Cres under the coordination of the Lot 2 management team. The planning activities started in November last year and the last details have been decided by the planning team together with trainers and co-trainers during the planning conference held in Cres between 13th to 15th of February. We had a fruitful pre-exercise meeting with representatives of participating modules from Austria, Bulgaria, Greece, Italy, Spain (and other capacities from France and Spain) with the host organization as well the European Commission. The exercise will last four days, including travel days, with non-disrupted exercise time play of minimum 36 hour to test 24/7 operational capacity of the modules. The exercise is designed to test and enhance cooperation between all types of forest fires modules and to identify the best practices for improving the organization of such exercises in the future. The Consortium is especially interested in modules particular training needs and expectations, so, during the planning meeting the co-trainers of participating modules were addressing these aspects together with the exercise staff and the Croatian planning team in order to fine tune the injects and events. Additional information were provided during the site visit on the location were the exercise will take place. Mr. Gerard Guerin, the EC representative, attended the planning conference and presented to the audience the European Commission vision related to the future of Civil Protection. 07-10

Between 07 nd and 10 h of April 2019, in Cres, Croatia took place the second exercise within Cycle 9, 2018-2019 - Lot II: exercises for flood related modules, medical capabilities, civil protection experts and TAST. The exercise consisted of 4 days’ field activities and focused on operational cooperation of all involved partners within the framework of the Union Civil Protection Mechanism. The capabilities involved in the exercise were three Ground Forest Fire Fighting using Vehicles from Austria, Bulgaria and Italy, two Ground Forest Fire Fighting from Spain and Greece, Forest Fire Advisory Team from Spain and Emergency Remotely Piloted Aerial Systems from France. Communication was very important for a successful cooperation.During the exercise the modules attended several meetings, among themselves, with representatives of local authorities and other key players from the civil protection field.
During the exercise the incoming modules faced a number of challenges: the
dense vegetation and steep hills of Cresland called for special fire fighting
techniques, while the fire was spreading quickly due to the changing weather.
During the missions, the European rescuers managed to build defense
corridors, evacuate people and animals, save victims and limit the fire from
spreading towards Cresland`s most critical infrastructures. All this was possible
thanks to the cooperation between the teams and also the collaboration with
local authorities.
The Commissioner for
Humanitarian Aid & Crisis
Management, Mr Christos
Stylianides visited
CRESMODEX. On behalf
of the EuroModex project
management he was
greeted by the project
manager, Emil Roman and
the exercise director,
Marcel Lucaciu, who
presented the objectives
and the development of the activities conducted within the exercise.
The Commissioner was proud of what he saw during his visit on the exercise
sites, where he met all the modules. He expressed his feeling that the added
value of international civil protection exercises stands in creating a place where
specialist can exchange expertise and know-how in order to prepare the EU
collective response for future challenges. During his visit the commissionaire
also met with the Minister of the Interior Davor Božinović, Minister of Tourism
Gari Cappeli as well as with other high ranked officials from the Ministry of
Defense, Croatian firefighting association and representatives of local
authorities.
