Between 28th February and 03rd March 2023, in Lyon, France took place the third civil protection modules

field exercise within Cycle 11 – 2022 -2023, Lot 2: exercises for flood related CBRN and forest fire fighting

modules and other response capacities. The exercise was organized by the CN APELL-RO, as leading

consortium, and General Inspectorate for Emergency Situation from Romania as partner, in compliance

with the service contract no. ECHO/SER/2019/814454.

For three days the Rhone Department and Metropole of Lyon, France hosted an European Civil Protection

exercise focused on chemical, biological, radiological and nuclear exercise, with the participation of 4 spe-

cialized modules from Germany, France, Italy and Romania. In addition, a special Communication module -

FENICS from France was also attending the exercise. The “Chemical Valley” of Lyon with its SEVESO

classified companies, offered excellent conditions and a very challenging environment, providing a perfect

learning opportunity and giving the modules the possibility to interact and cooperate not only in the field op-

erations, but also in the planning phase of the mission.

Management and Civil Protection (DGSCGC) from France and our local colleagues from Metropolitan

Departmental Fire and Rescue Services of the city of Lyon.
